I should be glad to receive by telegram appreciation of
general position in Hong Kong resulting from present Japanese
⚫perations in Kuangtung with particular reference to action
taken in matters of refugees and food supplies in Colony
I presume question of future railway policy see your
letter to Cowell of 24th September is not immediately urgent
but it is under consideration here as part of general British
policy vis-à-vis Japanese action in China and I hope shortly
to be in a position to inform you of view taken by His Majesty's
Government.
